The Phantom Bible

The Phantom was originally depicted as the Lord and law giver. Now the chiefs are shown as the law givers and hold justice where the Phantom is only in attendance as guidance, a friend and advice when needed. The jungle is controlled by the council of chiefs not the Phantom.
