Vicomte de Arais aka Count of Bangalla / Bengali aka unnamed criminal was a criminal who was sentence to the death but escaped, killed a count and impersonated him.

He then captured the 14th Phantom, unmasked him, stole his treasure and returned to Paris and then nearly killed the future 15th Phantom as well.

He is a big, strong, brutal, smart and heartless person.
